The Benten Hall team has served as a principle advisor to the FBI Criminal Justice Information Services (CJIS) Division for over 20 years on national systems of interest such as NCIC & N3G, NICS, III, IAFIS & NGI, NIBRS and NDEx. A Benten Hall Partner has been appointed to both the FBI CJIS Advisory Policy Board by two FBI Directors and to the National Crime Prevention and Privacy Compact Council by three US Attorney Generals.
The Benten Hall team has also served on the Board of Directors for Nlets, the International Justice and Public Safety Network for over a decade.
In the biometric arena, Benten Hall has advised the Executive Office of the President of the United States on the interoperability of latent fingerprint processing; served as an Executive Board Member of the Facial Identification Scientific Working Group (FISWG); consulted with the ANSI/NIST Information Technology Laboratory (ITL) on the interchange of biometric information for over 20 years; served on the FBI’s IAFIS, NGI, Iris and Rapid DNA Task Forces that established the interoperability requirements for the capture, storage and transmission of biometric data; and a charter member of the NIEM Biometric Domain.

Charles Schaeffer
Founding Partner
Charles “Charlie” Schaeffer started life in a small fishing village in Sagami Bay, Japan. After emigrating to America he joined the United States Navy as a young man and served as a Technical Assistance Group Chief for the World Wide Military Command and Control System (WWMCCS), an Intelligence Watch Officer for Commander Second Fleet and a Technical Advisor to the Supreme Allied Commander, Atlantic. After the Navy, he spent nearly 25 years at the Florida Department of Law Enforcement — Retiring as a member of Command Staff and Division Director of the largest division at FDLE.
